This might be an easier question to ask than answer but what do the refs on here think constitutes dissent to the degree that it deserves a caution? Are there hard and fast rules or do referees have different tolerance levels?

There is no real answer to what is dissent, every ref is different, some you can talk to, some you cant. There is no hard and fast rule.
