am i right to believe that any free kick inside the penalty area has to come out of the area when taken ?
meaning defensive free kicks.

The answer is yes, before it is deemed to be 'in play' and can be touched by any other player.
Who's side are you on ref?

if you read the LAWS of the game it will tell you in great detail lol
if it aint broke dont fix it ;-)
