Intent inside the penalty box, should a penalty be awarded, and if so, why is it never? If it was on the half way line, a freekick would be awarded for sure.

Any referees out there able to answer my question, or are we all in agreement that you bottle it when it comes to the big decisions?

Mitchell the word intent was taken out of the laws some years ago careless, reckless, and dangerous are now used. However, to answer your question any of the three could and should result in a penalty with the correct sanction applied.

Regardless if we want to admit it, or not, the consequenses of awarding a penalty are significantly more critical than awarding a free kick on the half way line. Potentially game changing, could result in a goal being scored and / or a player being sent off. Intent plays little or no part in the decision making process.

Thanks to stringz, I've learnt that the word intent is no longer used to describe a tackle, however careless, reckless and dangerous play should result in a free kick/ penalty. Dangerous play is against the laws of the game and should be punished in the correct way regardless of where the foul is committed.

See it all the time on the television and also in non league football also, referees being inconsistent when awarding a foul after dangerous play inside the box.

Also, seperate question; Why are players required to go down for a penalty to be awarded? A foul is a foul, right?

Think the definitions are, more accurately, Careless (free kick), Reckless (caution) and Excessive Force (send off).
Only time you might consider intent is if a player clearly makes a tactical foul in order to prevent a positive attacking move when, what in itself is just a careless challenge, may result in a caution.
